Bomb King is a strange one. Unlike his bomb brethren, normal attacks don't automatically make him swell... sometimes. Christian Washington postulated that when you deal a certain amount of damage to Bomb King, regardless of whether it was a physical or magical attack, he will swell. When Bomb King swells a fourth time, every attack you do will make him counter with Ultima. Bomb King's other attacks include Fire, Fira, and Firaga. An easy way to defeat Bomb King is to make sure all of your characters are equipped with weapons that have Magic Counter, and possibly armor with Fire Eater for the sake of keeping everyone at full health, then Haste the Bomb King, Shell your party members to offset some of Bomb King's magic damage, and have them defend. Whenever Bomb King attacks, your characters will automagically counterattack. However, these counterattacks by your party do not make Bomb King swell. Again, credit to Christian Washington for this strategy.
